In a recent study, Kimberly Clark found that one of the most commonly cited reasons for not wearing PPE was "too hot".  Fully 87% of respondents at the ASSE National Safety Congress 2007 said "they had observed workers failing to wear PPE when they should have been" (ASSE Journal, February 2008). Furthermore, the General Duty section of the Occupational Safety and Health Act requires that employers provide their workers with employment and a place of employment that are free from recognized hazards that have caused or are likely to cause death or serious injury.
